It's an I-400 submarine aircraft carrier. It was used to carry a bomber that was gonna bomb Panama Canal to keep the Atlantic Fleet in the Atlantic, so it couldnt help after Pearl Harbor.

It's certainly a container for transport (notice that it is lashed down)  

Didn't the Germans transport jet engines to Japan via sub?

that jagged steel@the front looks like kriegesmarine type IIc or IId sub...dont recognize the tower or the container

I can't find any pic to conclude, at the time being, so my best guess is an Italian Transport Sub, possibly modified Torelli.

But I am far from sure about it  :)

It's not an I-400, but I am betting it is somethign similar form some country or another, probabaly Japan.
