Had all the symtoms of a rant.
But to answere the question about people sitting in the room, isn't it amazing how only the bishes would have extra guys sitting in the room? i.e. it wouldn't make any difference in the numbers.

Just a suggestions: Maybe the country number counters on the clipboard could be enhanced with a 2nd number showing the players currently not in the tower?
