When do the logs start recording for new tours in the CT and other arenas?

Is it first monday of the month, or first business day?  

I always thought it was the latter.

1st business day, which is usually a Monday....  :D  Otherwise, if there is a public holiday for example, it will be the first business day following the Monday.....  :)
