Heard a news report early this am... not repeated since.
Seems that in the San Francisco bay area a Tugboat skipper nearly ran down an inflatable operating near one of the bridges... in the dark. Tug skipper was suspicious.. called in the Coast Guard.. and I haven't heard anything else.

Lots of inflatibles on Puget Sound in the wee hours, best time to salmon fish is at sun up.

Nothing new here on the left coast Hang, I heard just what you heard. They are searching the bridge very well now and have found nothing.

Don't sweat it Hangtime - media panic frenzy/media desperate for a story is all that is.
Think about it - there's not a single target in the S.F. bay area where reaching it by car or by truck would let you reach it more easily and with more explosives, etc. than if you were transiting via IB.
In general, 'terrorist divers' is kind of 'panic hype' in general.
"They could swim up on a nuclear power plant on/near the coast!".
And do what exactly? :)
Your report is a case of a tug crew doing what they are supposed to (report it to the Coasties). Must be a slow news day up in beautiful S.F. :)
