Out of ten times I start the game I get about
5 lockups as soon as the game starts
3 times the game starts and locks up at random times later
2 times the games just ends, it goes black then back to windows

I don't think your video card has sufficient video memory to run Aces High. Aces High currently requires at least 16 MB of video memory. If this is an AGP card the game may run, as AGP allows system memory to be used for video, but performance will suffer badly doing so.
I think the best solution to your problem is to first be sure your system has an AGP video slot, and if so, pick up an inexpensive video card like a GeForce 2 MX or better if you can afford it. These will have at least 32 MB of video memory on them.
