QUID PRO QUO - Lat. 'what for what' or 'something for something.' The concept of getting something of value in return for giving something of value. For a contract to be binding, it usually must involve the exchange of something of value.

Formally known as "consideration"...no consideration, no valid contract.

Now explain how moving trade decisions to the Commerce Dept. is Quid Pro Quo?

Its an abuse of power (insert *crime) and demonstrates that Clinton was willing to place America in harms way for his own legacy.
 
How?  Quid Pro quo: He received the contributions from China and the tech company and in return made it possible for them to receive the technology,  by circumventing the congress to do it.

He didn't circumvent the congress. State Department doesn't work for the congress. Both State and Commerce are part of the Administrative branch, and Clinton had control of both.

Putting Commerce in charge of Trade is just good policy. Hardly Q-P-Q.
