Got this from my upline provider a short time ago:

Good afternoon.  At approximately 2:15am EDT today, July 28, 2000 we began
experiencing some problems with our links to Europe.  The cause was
identified as a fiber cut in the NY area and total outage to Europe
occurred between 1:15pm - 2:15pm EDT.  An STM4 from NY to London was
restored to service at 2:15pm EDT and we are still working with our
provider to recover all circuits.  At this time our provider is unable to
give us an estimated time to repair; however, we have escalated this issue
to the highest levels and will continue to pursue resolution.
