offline, how does one create in-air targets for practice?

Ahhh you don't.

There are 4 over every field though that magically reappear after shooting them.

It is a dot command. Type .target and then the distance you want the target from your guns. Example .target 1000 this will make a 2d, large paper target appear bearing 360 from your position at a distance of 1000 meters . To get a new target with no holes in it just set the target distance back to 0 meters .

Hap, not sure exactly what you are looking for here, but...
If you want to check convergence/spread etc what you can do is this:
type   .target xxx      (X being the distance you want)
for example     .target 300
This will make a target appear to the north at the distance you specify. Useful for checking how your spread pattern is  at different distances compared to your set convergence.

It is important to note that the target will always appear to the North, so you will have to either be facing North, or turn to the North to acquire the target. It will always show up at your current altitude.
To get rid of it type   .target 000
