Why is the Warhawk only at 1 field?

The P40E is only available at 2 southern Bases and 4 Northern bases.

   The Plane set curently runing is intended to feature A6M2 and F4F-4 combat, the P40E was included to help with stoping a reset in the South, and to help deal with the Tony in the North Should the Line advance that far.
