ok, first you have to get the pic to be below 102400 bytes (see left under when typing a reply).
you do this with a Photoshop, I recommend Adobe Photoshop 7.0 (it's free)

just save a pic as a jpeg file and reduce the qualety abit (it gives that automatically when saving a pic as jpeg at Adobe)
then keep reducing quality till a nice size has been aquired. (the reducing of quality doesnt have to mean that it'll look awfull)
