After the attack on Pearl harbour, was it US that declered war on Germany or the Opposite?

Japan declared war on Britain and the US after the attacks on Pearl Habour and Hong Kong.
Germany honoured her alliance and declared war on the US.

We declared war on Japan, then Italy and Germany declared war on the US in support of their Axis ally.

Since Japan had initiated hostilities against the United States, Germany and Italy were not required by the terms of their treaty to come to Japan's aid. As with Germany's too unquestioning support of her ally Austria-Hungary in 1914, German disregard of her own interests in support of an ally brought disaster on herself, on her allies, and the people of the world generally.

So the reason was´nt to divide US armed forces, into Both Europe and Asia, to make Japanese efforts more succesful?
I think Germany needed a lot of rubber to keep its warmachine rolling.(they could make this chemical as well as gas, but not enough). Japan Provided them with this and it was important that Japan was succesfull gaining even more resources and at the same time cutting the Allied of from it.
But, US was a hard nut to crack:D
