Title: App for shrinking pic to icon size?

I'd like to shrink a pic to icon size for my avatar.  The Paintbrush app that came with this 'puter cant do that.  Any nice free-download apps out there to that can do this?

can do it with the gimp...

it is a full scale image editing program though
