Hiya,
Have you got a fan on your northbridge ?? (small chip near zif (socket/cpu))
Abits seem to clog-up with dust etc and after a while give a whining noise that usually dies off when fan warms up etc
If you have got a NB fan .... Power-off pc ;) And use a clean (preff new) small brush (paintbrush 1/2 -1in ideal) and clean fan etc
For a more longer lasting option if you are ok with it you can strip mobo out and remove NB hsf and clean fan etc better/more thoroughly, When cleaned apply some appropriate grease/spray to fan

Might want to check your HSF and cooling fans. I have heard plenty of fans that started going out with a whining sound that goes away after power up is finished. Usually a hard drive (in my experience) will continue to whine and chatter if it is dying.
I had a customer that came in with that same complaint after about a month of owning her computer. After spending the better part of a week we finally started looking at the HSF and all the cooling fans. Her son had bought high end components and a super cheap HSF and fans when he told us what he wanted that was identical to an Alienware at the time (1999). So we exchanged her HSF and other fans for free and she was happy. No more trouble after that whining went away.
