As I understand it, there is some considerable debate about whether to use "odious debt" or not. The problem lies in which governments qualify... Would China or Iran qualify, for example?

I'm not sure that it's our (the US) decision despite what congress might think.
Let's not forget that Iraq has plenty of oil (which translates into lots of money) so let's not treat them like a pauper 3rd world country.
I'm not on Russia's or France's side. Quite the opposite. I think these countries and their leaders are guilty of violating UN sanctions and should be held accountable.

More to say, significant part of Iraqi debt to USSR was made even before Saddam Hussein...
Most of it are payments for oil equipment and other civilian contracts.
How about forgiving us all the USSR debts, taken by "evil communists"?
I doubt that Russian government thought we will get any of that debts back. But we like the practical way of thinking, the idea to free your puppets from debt is nice American free market and capitalism. Looks like USSR/Russia payed for the equipment that will be used to pump oil for American corporations.

Do you have acsess to Soviet Foreign Trade Ministry archives?...
Million Kalashnikovs? What I see in the news are mostly Romanian and other non-Soviet copies.
GPS jammers?! Any of them found? Please think before you post.
Spare parts for Polish and Chinese tanks are hard to buy in Russia. BTW, did you know that Iraq produced it's own version of T-72?
And once again: many debts were made even before Saddam.

Those GPS jammers got me to wonderin'. I know the US has a net of GPS satellites, about 24 with spares I've read. Has any other country put any GPS satellites in orbit? I'm sure we could turn ours off at will should the need arise.

USSR/Russia has it's own global positioning system, called GLONASS. It's not as precise as GPS in military version, but gives much better results in Polar regions.
