Is it possible to simply drop the RATOs? For example, you've taken off without igniting them, you've flown a bit, but get damaged (maybe Pilot Wounded), and want to drop everything so you can land quickly.

no you have to ignite them to get rid of them

Suggestion: leave the RATOs off on takeoff. Use them when an enemy fighter dives on you... it draws spectacular faces :)
