how come ijn had 72 pilots and the USN scored 96 kills?

One contributing factor is that the IJN guys that flew D3A's and B5N's got multiple lives, as written in then rules.

And also remember that the IJN flew KI-67 bombers .. 3 bomber formation.

According to the rules sent to the IJN in frame 1, 2, 3 & 4 anyone who first flew an D3A1 or B5N2 got a second life in a plane of their choice. However, they had to fly one of those planes their first hop and then could fly a plane anytime later in the frame for their 2nd hop.
Daddog decided on this because he required the B5N2 and D3A1 to be flown. The B5N2 has no guns .. so its not much fun and the D3A1 is another plane he deemed that pilots would objected to being forced to fly. Therefore to make up for having to fly these two specific planes he gave them a second life in the rules.
This was in his correspondence for each frame. And was reiterated by myself as setup CM in frame 1 & 2 during the frame and in frame 3 when I helped sling.
Both sides got 2 frames to fly as the IJN with this rule in place. There were violations of this for both sides during the frames (see the following thread):

However, they were not massive .. frame 1 quick glance 2 and in frame 4 quick glance 3.
I personally would not say that either team cheated in their frames as IJN. There were however, individual exceptions (sporadic) which unfortunately happens when the CMs try to rely on the honor system of people policing themselves and not upping when they see the fields are open. This has always been a problem with allowing people to reup during an event.

Read BLUEmako's post. There were quit a few A6Ms that were shot down and came back up again in A6Ms

I read BlueMako's post and went through each one that he sited in that post.
There were 3 violations. There were 2 who came up and then augered within 30 seconds of upping when informed by Sling to auger or else. There are 8 in BlueMako's posting that were not violations. There was 1 bozo who snucked past the CMs (Arrh) who upped multiple times because the fields were open .. he was shot down by the USN and did not shoot down any USN but did gun down a IJN AA.
The squads with the 3 violations will recieve email about them. The other 2 who augered within 30 seconds will recieve a reminder about the rules but nothing else since they upped and then asked if that was right and were told no and augered.
The USN side also during the event asked to repeatedly up TBM and SBDs but did not because fields were not open and I caught the conversation and relayed that was against the rules according to those sent by Daddog and specifically spelled out in frame 1, 2, & 3.
Three people and one non squad bozo does not constitute mass cheating in frame 4. It does warrant a warning going out to offending squads. However, this is nothing ... in my view major ... since many squads in the past have had individuals violate rules and objectives. For example in frame 1 of the current squad Ops .. Artic Storm pilots upped 3 times in bombers when IJN. In other events we have similiar small numbers of people violating rules do to numerious factors such as not being aware of the rule, making an assumption that fields were open that it was okay to reup without asking CMs to confirm, or in a few cases taking advantage of the situation and any ambiguity to justify actions.
Squads with problems will be notified and CMs will watch to see if its an abberation or pattern of behavior for said squad.
