Besides... the basic requirements for police cruisers:
4 doors
rear wheel drive
Interceptors:
2 doors
rear wheel drive
Chevy does not make a car that meets the cruiser requirement and the Corvette is the only car they make that meets the interceptor requirement. The Blazer is the only vehicle that Chevy makes that meets these standards, but its handling leaves a bit to be desired. They also have the stigma of being veiwed more as urban assault vehicles too.
Ford makes the Crown Victoria that is rear wheel drive, but has a tendancy towards bursting into flames. The police are starting to shy away from them. Ford also makes the Mustang to fit into the interceptors category, but most police agencies are still bittered by bad experiences with mustangs and control problems in the late 80s.
Right now, the BMW and Mercedes are some of the few car companies that can meet the needs in both categories. The only problem is that no agency is going to fork over the $$$ for them.

Available for police departments only, the package is based on the 2002 Dodge Intrepid R/T, and includes its 3.5-liter, 242 hp (at 6,400 rpm) V-6 engine. The 3.5's 248 lb.-ft. of torque (at 3,950 rpm) will help in good standing starts, while a high-performance suspension, heavy-duty four-wheel disc anti-lock brakes, purpose-built lighting, and severe-duty powertrain cooling system will help longevity and make pursuit safer. (Many would say that brakes and handling can be more important when pulling over a 90 mph speeder - with their tendency to slam on their brakes and quickly change lanes - than the engine itself.)

When push comes to shove.. they do still have to fit the rear wheel drive category. Dodge will discover that soon enough.
Front wheel drive is considedered by most police agencies to be less intuitive to drive than rear wheel drive cars... especially in agressive situations. They retest FWD vs RWD every few years, but always come to the same conclusions. I doubt that will change on any relevant scale.

They made the impalla ss in.. what.. 95? Then they switched the impalla to the FWD bonneville platform. Its been front wheel drive ever since.
