Is it because of sour French-American relations or the staggering cost of hosting such event?

Isn't it because the Blue Angels can't do aerial refuelling? I heard that was the reason they never ventured outside the States. I can't remember them ever flying in Europe, maybe Britain once. The Thunderbirds yes but not the Blue Angels.
I doubt if there ever was an intention to fly to Paris. Farnborough would be the most logical event to visit anyway. If the Angels ever came in this direction it would be big news. The Thunderbirds were supposed to come to Ireland several years ago but it was cancelled. Never mind I have the Red Arrows to look forward to in July.

The Blue Angels have been to Russia before, was a special on it not too long ago. I dont think they were scheduled to go to paris, its not listed as one of their stops this year.

I saw the Blue Angels at RAF Finningley (England) back in the late 80s (maybe early nineties).

The Blue Angels fly F-18's, which in the event of a massive war, can be ready to fight in under 12 hrs if I am not mistaken.

The Blue Angels F/A-18A/B's are fully capable of in-flight refueling.

Possibly, but the Blues fly fairly old A and B model jets, which are far less capable than later C/D's (or A+ upgrades).

F/A-18 is capable of refueling in mid-air and this feature wasn't removed from the Hornets that the Blue Angels fly. The C-130 that goes with them to shows is capable of refueling the Blue Angels in mid-air as well carrying their ground crew and spare parts.

The Blue Angles F/A-18 can also land on CV's. I have a picture of one my uncle sent me from last year when they were on the Truman.
I'll see if I can dig it up. Its a cool shot.
