Who can tell me what a freq.cfg file is in the settings folder?

Sounds like it's the .cfg file that saves all your radio channel information.

Well,
        Straffo maybe correct. The 1st 4 numbers in the string in my freq.cfg file are my processor speed (1529 Mhz) but I have no idea why they would want a config file for this.
