He hates France so much he wants to make sure they dont advance in the industrial age. He'll probably let Germany or Sweden capture and have France.

I was going to extend the deadline if Syz couldn't get his orders in before he left, but he submitted his Spring 1902 orders very early in the cycle.

I'll definitely have to extend the Summer retreat orders until his return.
