Let's have new way of winning the war.
Now you will have to capture all the enemy fields to win the war. But this is not the only way to win the war in real world. Germany surrendered before all its based were captured...
There is one big city. City is full of people. Peoples run the industry. If the morale of people goes low, country will surrender. Morale will go down after heavy bombing.
If country can get big enough formation of bombers in air at same time and bomb enemy city, there should be good possibility of country to surrender, even some its fields uncaptured.
If the bomb run is not enough to to make surrender, city morale will go up again gradually.
With proposed strategy system, large bombing campaing is pretty useless, it will make capturing fields little easier but nothing else. If very large bomber formations could force country to surrender with carpet bombing, it might provide some new missions to bomber squads.
Maybe losing fields could also lower the morale and bombing city might be the last straw.

We definetly need targets for those big buffs other than just fields. And yes, cities should be more important to the war effort than just slowing down field rebuild time. I dunno if your concept is a viable solution, but I kinda like it.
Hmm..can we import Sim City-Cities to the AH maps? That way pilots tired of flying could become part time mayors and boost morale back up with free booze or brothels...

Well, since the mass bombing of cities to demoralise the population never worked in WW2, why should it work in a sim?

It worked, trust me. Ask any surviving citizen of WW2 Dresden, Hamburg, Cologne or even Nagasaki and Hiroshima.
I remember how my grandma used to jump to her feet when a siren went off somewhere nearby: If bombing civilians has such a long lasting effect on them, I think it's safe to assume that it cripples their morale too.

Oops - what I mean is, mass bombing of cities alone never forced a country to surrender. Eg: Battle of Britain. Certainly being bombed demoralises a population, but it won't force a surrender unless the war is already lost.
Here's some ideas (I don't think they're anything new though)
To encourage people to fly bombers, make it necessary to bomb industrial targets - new planes would take longer to develop, ammunition and fuel would lower in quality as well as supply.
Make it such that factories will only be damaged signifigantly by a large number of bombs hitting in a short time period, so that fighters alone would not be able to carry the neccessary bomb load, but several bombers could.
Constant pressure on city targets would lower morale through constant heavy attacks, so that a single "bomber rush" attack when the enemy is down to a few airfields would have little effect, but constant raids would have lowered morale enough that the enemy would surrender.
We also need some sort of command structure - so that pilots know what to do. My (limited) experience of WB was a disorganised bunch of pilots all wondering what to do next.

Sascha: Don't mix up terror and fear with morale. While the London Blitz and the bombing raids on german cities caused a enourmous amount of terror and fear, it even boosted the morale on the 'home front' since war wasn't an abstract event happening out of sight.

If your country need a certain percentage of its industry active to get all the planes updated at the proper time in the RPS.
If you maintained above 80% active you get the hot ride as soon as it comes out.
IF you maintained above 75% its delayed an hour.
If you maintained above 70 two hours.
If you did not maintain at least 50% no new planes to your RPS.
Now people fly bombers to keep people from getting the newest/fastest/bestest planes.
Now there is a reason to fly bombers.
To interdict bombers.
And make the Industrial/Strategic targets hardened enough to require several tons of bombs to destroy.
Make the individual factories compartmented.
A 250Lbr would take out 1/100th of the factories cababilities.
A 1000 LBr maybe 25% for a good hit.
Four bombers carrying 250 put 60% of their bombs on target destroy the factory.
Etc, Etc, Etc. Its do able. just takes time to plug it into the strategy, and finesse the code.
