I've heard a lot of controversy about resupplying HQ after an attack....That it can only be respplied when fully destroyed, some have said it can be resupplied when partially destroyed. Which is true?

In my experience, it IS possible to resupply damaged HQs. However, this only works up to a point, after which further resupply attempts have no effect and you have to wait on the trains.
It takes 2 hours for auto-repair to fix a fully dead HQ. Thus, it should take 1.5hrs for auto-repair to fix a damaged HQ that's lost 3 of the 4 functions. However, if you get 4 or 5 guys to do multiple supply runs each, the HQ will be back to normal in 20 minutes or so. So obviously player resupply helps damaged HQs. Reports to the contrary seem to be wrong.
There comes a point, however, when player resupply seems to lose its effectiveness even though the HQ is still damaged. As this point is approached, the perk awards per supply run start to decrease from 3.something to 2.something to 1.something and finally become 0. When this happens, the HQ will still be lacking the nme dar function.
However, resupply still seems to work for part of the time the nme dar function is down. For instance, tonight Rook HQ was short only the nme dar function. Me and a couple of others ran supply runs and got perks for a while, then we all got 0, and the nme dar function stayed down the whole time. It took the arrival of a train to finish fixing HQ.
Anyway, that's what it looks like to me. There are definitely still bugs in HQ resupply, but it's nowhere near as bad as it once was. IMHO, resupplying a damaged HQ is effective, especially if the HQ has lost 2 or 3 functions. But once it's lost only 1, resupply soon quits working.

I thought that when we got 1.10, in the readme.txt is stated that you can only resupply HQ after it's been 100% destroyed, if less than that you have to wait for the AI resupplies.

Well I only resuply if its totally dead. If it isnt totally dead I dont get perk points for my drops, so I figured my supplies arnt doing anything

Sera check to see if it happens on certain maps. I really think some maps it helps and others it dont. I know Ive gotten perks when HQ was damaged and other times I didnt but radar was still down.

okay will say it again. There is no bug at HQ's. You are getting perk points for rebuilding buildings not HQ. As per DALE and Roy (hitech and skuzzy) "If You COULD resupply hq's without it being destoryed that would be a bug."
Hq's can only be resupplied when destoryed completely. but you can get perks for rebuilding buildings at HQ. what is happening is goon after goons is dropping supplies, all the while trains are resuppling. so guys think its there goons rebuilding dar.perks stop after all buildings are up. And when you get no perks trying to rebuild dar it just means a good bomber came in and only bombed white HQ building, so no other building s for your supplies to rebuild...................... ..........................

bot true today on big isle map me and about 3 other guy's resupplies hq 3 time after lanc's bombed it. It was 3/4 down and i did 3 sortie's which i got perk's and os after i got no perk's on the 4th i just gave up. 20 min's later wtf do you know hq is in full swing. i thing i depend's on the map.

I cant see how it would change from terrain to terrain.
Lets look at the phases of destruction and rebuild ......
As objects (or object groups) suffer attrition they aquire damage.(phase 1)
Once this damage reaches a preset level (determined by their hardness) they are destroyed.
There is then a period during which they remain destroyed (Phase 2)
Followed by a period during which they rebuild.(Phase 3)
Its my understanding that player resupply can only contribute to the shortening of Phase 3. (its a general resupply function not a HQ function...... )
Because a HQ is a group of objects which suffers progressive attrition during phase 1 (unlike a hanger which is either active or destroyed) the above becomes confusing when only looking at the % attrition reported by the system.
If a HQ is rebuilding from total destruction it may suffer further attrition before it is complete and be able to be resupplied by players.
I could be wrong tho

Rod's explaination pretty much covers it Skull12. While you were resupplying HQ and getting perks, all you were doing was rebuilding those small buildings around the HQ. This was going on while the drone AI supply trains were coming in and resupplying HQ, which probably led you to believe that you were actually supplying it.
And as Tilt pointed out, it shouldn't change from map to map because the arena settings are the same for all the maps and strat resupply is part of the arena settings.
