Can I change how much the supply convoy or train reduces down time?

Yes, I believe you can.  It's not a TE feature, but rather is in the Set Up table on the clipboard, under the Arena Settings button.  IIRC, the specific arena variable is "PlayerResupply" or something like that.  Default is 30 minutes.
