I'm not afraid of pulling my CPU a part, but I've never done it before.
Should I buy a new Mother board and processor, or a new complet CPU?
I don't want to spend an arm and leg, can this be done for less then $400 US

yes it can you can get a MOBO CPU and RAM for around 400 and have basically a new PC depending on what your video card is

I just built my mother a basic machine on an ASUS Nforce board with 256 Mb DDR RAM and 1100 Mh Athlon for around $140.

I used to work in a computer store about 4 years ago, but haven't since then, so my information may be quite out of date.
You also need to keep in mind what you currently have. Will the new MB work with your power supply, does it have the same memory you have now or are you going to have to invest in new memory as well?
Video card (as mentioned) is a very serious consideration if you are going to be doing a lot of gaming. Since this is the AH BBS, I'm guessing you just might be :)
I'm sure there are other questions you are going to want to ask yourself before you get started, but those are the only two I could come up with that haven't already been listed.
If it turns out you need a new MB, power suppy, case, memory, and video card, then you are pretty well on your way to a brand new machine. All you are saving at that point is your HD, some cables, and whatever various cards (like network, modem, sound) and drives (such as CD-RW's, DVD etc) you already have.

Yes, but remember that the latest AMD processors run relatively hot. Check that the existing case will provide adequate ventilation. I think it is worth paying a premium to get a really decent case.

What should I look for in a 'GAMEING MACHINE"

A gaming system is a complete package. Every component affects the other. Balance is what you want to achieve. Low overhead for peripherals as well.
For example, an 800Mhz P3 with an ATI9800Pro is silly.
Conversely, a 2.4Ghz P4 with a TNT2 is silly.
In the end, how much do you want to spend? Then take that value and spread it across the purchases to build a balanced system.
