Monday Oct. 6th, 2003, power generation hit 4,518 megawatts, exceeding the pre-war average.

Still short of the 6,000 megawatts Iraq requires, but more than the Baathists ever provided.

Well the second part is lies certainly -  in 1989 the Baathists were providing 9,902 megawatts according to the CIA.
Which is pretty much the same as the occupation government's 2006 goal of 10,000 MW. Apparently that's the kind of wattage they need for a functional economy.

Providing and Producing are two entirely different things.

Presumably in your version of events they were storing the excess in suitcases. While we're on a "different things" bent I feel it should be pointed out that neglecting your electrical grid and having it deliberately destroyed and any means to repair it denied to you for 12 years are also two entirely different things.

You produce as much as is needed, there is no reason to produce more than you need to.


Check this out.

There is a generator for the city of Ottawa that can produce 10,000 megwatts of electricity.

Ottawa only needs 6,000.  

Spool down the generator so it only produces 6,000.

Only 6,000 is being produced.  Only 6,000 is being provided.
