Hiya Skuzzy,
Below is my system information. I have a G-Force ti-4400 agp video card. My operating system is Windows ME The problem I'm having occurs when I start up Aces High. As soon as Aces High starts and the log-in window loads, it loads in slow motion or in frame by frame motion. I figure this might be a DirectX problem so I reload DirectX 9b. No good. I reloaded my drivers Nvidia 45.23. I found a problem in DirectX when I tried to test Direct3D acceleration. It failed every test. I purchased this computer recently at a flee market so I don't have the books for it. I also installed Microsoft ME operating system on a hard drive that had been reformated. Anyways can you tell me how to stop the frame by frame log-in. Also once I do get in the game it still goes frame by frame. I have a cable connection too that works fine on my other computer.

I've heard there are problems with that driver.

If you are getting failures/errors in the simple DXDIAG Diagnostics, then something is seriously amiss.
What errors does it show? Might give a clue as to the problem.
I would not use the 45.23 drivers and recommend either the 30.82 or 41.09 drivers for that card. Rolling back is a bit time consuming as you will need to reinstall DX due to some registry changes the 45.xx and later drivers make.
