Greeen and red flicker on clipbard.  The bases flicker.  Anybody else?

Yup
13) Clipboard Icons Flash (white?) once in any A/C. Includes the + and – at the top of the clipboard, Field Names, Icons, Field Altitudes and Legends. The radar, zones etc also probably flash but I don’t see it.
Doesn't matter if it's a single engine or C-47

Today I installed a Radeon 9600 Pro and had the same problem with flickering clipboard icons.  But then I d/l'd the newest drivers as the ATI site and that cured it.
