What is it and should I uninstall it?

I have uninstalled GeForce Experience and the nvidea audio stuff and drivers.

Taking my first step trouble shooting the rash of discos that began about ten days ago.

That is a set of performance monitoring software for your graphics card.  It measures framerates, power usage, etc.  It likely has no connection to your problems, but if you don't feel the need for such performance testing, you can uninstall or at least make sure that it is disabled while you play.
