IMO if Bush / Cosby / anyone said "Blacks are incapable of learning proper English," then yes, it's a racist statement. Fact is, most people don't speak English well, black or not. We just see more blacks that speak poorly because those of us (blacks)  that do speak well aren't rap stars or athletes, and are far less visible to those whose main image of how black people talk is through the lens of what the media feeds everyone.

And no, IMO Bush is not racist. I actually like the guy (I'll like him more on November 3 when he's just my fellow American), and I don't demonize the man for his political beliefs.

Any white person could have made the same point.  And be labeled a racist in about .5 seconds, NAAC would be marching outside his house and CNN would have Mfume on so he could publicly denounce the offending cracker.
