It is a flame damper and it takes off about 10-15mph. Many FB.VIs had them, and many lacked them. The best performance data available for the FB.VI is for one with the dampers.

The Mk VI in this chart has the flame dampers. The Mk 33 is a navalized Mk VI without the flame dampers and with a four bladded prop. The Mk 33's curve is probably very close to the Mk VI without flame dampers.
Mk VIs operated day and night in Intruder and Day Ranger missions.
The specific Mosquito (artwork) in AH was flown by 418 "City of Edmonton" Squadron, RCAF. 418 Sqd was the most successful Day Ranger squadron, but it is acurate that this aircraft had flame dampers even though it was primarily used during day time operations.
