Ok i can see enm panzer from a distance in driver position but when i go to see them in Gun scope i lose them and only can see where their flash start from but no the actual tank.

I dont know if this a bug. What setting help adjust how far away you see GVs?

If this is not a bug then why do i see there dot from unscoped range but cant see them at all when sighted in and scoped?

Try using the Ground view range (Shift F4).  You can see ground objects out further.  If you are not using this range, you will not see the objects like trees and small hills.  The GVs will just disapear when they drive behind the out-of-range objects.

It may be some Z-order sorting problems like in this pics
