That all means nothing as US has the power to veto any resolution along with the other 5 nations none of which are on that list. Infact US has chosento use it's veto against different resolutions more so then any other country.

US stance with Israel obviously makes it very unpopular with Arab nations not to mention whenyou go invading one out of choice.
