...is circling my house in one of those fan powered parachute units.  I will go take a picture.  I think he wants to land in my yard since I have 6 acres.

Its the super secret National Security Agency, they have you under survelliance, unfortunately due to recent budget cuts, they lack the equipment to do it as covertly as in the past.  

Do you own a paintball gun?  This would be a good time to try wing shooting with it.

Let him land and then tell him you charge a $20 landing fee for airport terminal expenses.  If he asks "what terminal", point at your house or toolshed and offer to let him use the toilet if he coughs up the landing fee.

Offer lunch for $10.  Pilots usually have money.

Geez, I always thought flying out for a hamburger costs $50, $100 when I used a twin.  Oh wait, that includes the gas to get the hamburger, never mind.  ;)

I used to get the USAf doing that to my house in A10s F4s F111s and starlifters when I was younger. Should I have bought some surface to air missiles and used the same approach?

you can't even buy a pea-shooter over there to protect yourself, how are you going to buy a SAM to protect your house against the USAF?
