Beyond that, the administration says that when the plan is fully phased in six million families who now pay taxes would no longer be required to.

But we know that this six million families are all the scummy rich families right

 We should have tax rate of 100% in case government 'might need' that money.

 Of course the whole process is ass-backwards, regardless aof the party. Instead of determining expences and then rasing enough taxes to pay for them, they try to set a rate and then find use for the money.
