Dunno mate.

Try a workaround.  Search under P at http://www.gamecopyworld.com for the no-cd crack.

I'm guessing it's a problem with starforce, it is an anti piracy protection system ubisoft uses.  Dunno if i'm allowed to say this on the ubb but search for a no cd crack.  Install it then uninstall starforce (can be done from their website.).

It is a known and very common problem with the PF disks, and all it takes to fix is a quick download( somethiong like 150k) of something called rts.dll from the game's web site and install that over the rts.dll that the game installed.

The FAQs on Pacific Fighters website will give you all the info you need on where to get the .dll from, and where to put it.
Or just look for all the "Help!!! My game wont start!!" threads on their forum.

EDIT   To save you the hassle, here's a direct link to the download of the rts.dll file you need to replace your original with.

BTW game runs off disk 2

Found out what the problem was guys, a defective program on the disk.  Exchanged it w/o a problem and have already played it for a couple of hours.  Its a good game, thats for sure.  Thanks for your help guys, was beginning to worry that it was my computer.
