No, it seems Wiki figured out that it's not a bible quote quite some time before I noticed it. Apparently Tarantino was doing an homage to another movie:
"This is actually a typically obscure reference to Karate Kiba / Chiba the Bodyguard, a 1976 film starring Sonny Chiba (whom Tarantino has hailed as "the greatest actor to ever work in martial arts films"), which opens with a nearly identical misquote, likewise attributed to Ezekiel 25:17:

What clued me in that it wasn't a quote apart from not being able to place it was that the word "tyranny" doesn't occur in the bible and that the context of Ezekiel 25 is the Lord's command to Ezekiel to prophesy in seriatim format the destruction of the nations that have afflicted Israel and rejoiced in her downfall and captivity. So the "shepherd" and "valley" stuff lifted from Psalm 23 and "blessed is he who..." from Psalm 41 is out of place.
Anywho, that's the Tarantino style for you.
