what settings should I change or use for max fps?

It should be fine. There are lots of different tweak guides for FS2K4 all over the internet, you should find one easily.

There is also a new GeForce 6800GS (I think that's it) that's quite a bit faster than the 6600GT but only costs a little bit more.

Check out the VGA Charts at http://www.tomshardware.com.  Those benchmarks don't tell the whole story since image quality is not compared, but you can get a general idea how fast each card is then do some more review reading to see what the whole story is without having to look at every single card.
Everyone I know, goes away, in the end.

you could have 65-85 fps with a ati 9550 or 9600 pro ... and hi res on a 9800 256 or better card..

Roscoroo,  you may be right (with your system) but I'm getting 40+ FPS at 1280 x960  512 textures.  and only spent about $100 last year for the 5200
Also I have not had much sucess running ATI cards on MB using Nvidia chipsets.   I have an Abit NF7 board with a 2400 amd and 1 gig of ram.  I'm happy with 40 fps right now. After christmas I might look at the 6600 or 6800, last I looked the prices were down to about $149
