New puter for Dad ?? on RAM

PC4000 versus PC3200 on a 1000FSB system?

What is the difference.  I can get PC3200 DDR400 with CAS2 latency.

Or PC4000 with CAS 2.5.

Any techno geeks help me out with which is better and why?
