I usually consider it polite to ASK before doing that.
Im not a numbers guy, but if you need someone to start your Squad, invite me. Ill accept and immediatly withdraw again. You can send that invite anytime you are online (i dont have to be there), ill get the message the next time ill log in then.
Also note that after first creating your squad (ie after I accepted the invite) you need to set the name (its your game handle by default). Just type the squad name you with in the box and click on SET (in OCLUB > SQUADS).
