I wish I could help more. I couldn't find the modification procedure but I'm certain what ZIP disc I have it is at my neighbors (with some other drivers) and I'll get that tonight and email or post it here SaintAw.

Saintaw, I'm positive the problem is your Windows resources for the stick not being able to be changed from 200-207 to 201.
Did you try disabling your current gameport and then reinstalling a Microsoft gameport?

This weekend I installed a AWE64 sound card in my sons PC and it too has the gameport resources set at 200-207 and it will not let me change it. I did not have much more time to work with it but I will take my F16 Fighterstick off my HOTAS and try it on his PC as a stand alone like you. I'll try what I recommend above first and then, if that fails I'll try using the same joystick driver from my PC on his computer and will see what happenes. Will let you know what did it.
I'll send you the modification instructions anyway in the meantime.

email should be there Saintaw with the modification jpeg.

You have to snip two capacitors off and solder in a jumper. Your choice to do this or not.

Wait before you try it to see if I can figure a way around the resources issue if you want.

sorry guys. Been so busy the last few nights I'd not gotten a chance to try the stick out on the sons PC. I'll find time tonight.
Maybe I'll see if there is a work around.

It's on it's way now Wabbit!
Let me guess, he has a Creative sound card too?

Thanks, westy.
Yes Eskimo has a Creative PC128, but he's not using the gameport on it. He's using a PDPL digital gamecard.
Eskimo's Fighterstick/throttle setup is now working. I had him disconnect it and leave it sit til morning.   When he re-connected everything, it worked fine. Next time we'll try the reset, which I suspect will do the same thing, only much quicker.
Thanks for the tips westy, and the email.
Saintaw, hope the reset works for you too.

Check the "resources" for the game controller in device manager. Make sure it's 201 and not 200-207.
I'm finding it's impossible to change to 201 from 200-207 with the Creative gameports. If he's got the micrsoft gamecontoller in there it will- or should.
