A couple of issues...

I've been on AH 2 for about 2 years now and its been clear that I have been experiencing some performance oddities since the start, flying same plane/loadout with squaddie watching him pull away slowly even though throttle settings, alt, trim identical, no damage hits that usually produce kills, instant loss of lift at decent speeds etc. Most of this I've grown used to and learned to adjust.
Others I managed to get over via new drivers, FS autostart, endless tweaking, the usual AH routine.Some new curiosities started with the version that brought the jeep.
Now with the latest v there's a new menu of challenges I seem unable to overcome.
I wonder if they have the same source that's causing them.
The game's just about unplayable for me and since I've made a substantial investment in time and $, I wonder if I'm being too picky or if I need to find a game better suited to my setup.

Here's the short list of the most common occasional glitches:
-Kneeboard dosn't show darbar when enme is in sector and at alt.
-No base flash to show "under attack"
-Slow or no response from JS, ie: pull back to climb, no response for a couple
  of sec's  then  the sharp nose up usually producing an undesirable
  maneuver. secondary release stops working, bombs don't drop, troops don't
  run.
- Unable to attain speed over 250 mph.
- air to air hits that produce a lightshow of sprites, no damage
- GV to Gv hits that pass thru, or just dissappear without showing even a puff
  of dust. The same thing will happen with ship artillery, makes ranging a lot
  like the lottery.
- HUGE delay in populating enme's on screen. After spawning it takes
  sometimes 10 sec's or so before I see any enemy, no matter what proximity.
   I just tested this in TT and if I get any vis it's just the tracer coming in from
   blank space. A real problem in active engagements. Same thing happens
   at airfields in planes.
- HVAC rounds do nothing, no trace, no hit, no damage.
- Silent GV's. Moving, no motor noise. Makes one an easy target for a
   bushwackin.
- Air cons appear at 1000-1500 instead of 6k like usual.
- Crosshairs on ship guns dissappear. Makes AA defense a real joy.
- 300 mph compression.
- Warping tanks.
- Taking fire from the center of a hill.
- One way fire. Enemy hits me but can't get hit even when fully visible.
- No difference in Close  or full vis range. None.
- Vastly different handling characteristics from one sortie to the next.
- Epileptic GVs. tap something or roll over a bump, the veh starts revving and
  spinning, never to stop until towered.
- Conveniently timed screen lockups.
- Con's with no icon.
- Landing on concrete and getting ditched, both planes and GV's.
- Losing kills to ditchers I've shot up and tower within 2k from my pos.
- Falling through carrier decks for a ditch or worse.
- Can't get the pt to move anymore. All other GV's work pretty much ok.
- Unable to get out of the water in LVT's occasionally, just sit at shore revving
  and yawing but no forward even in first gear.
- No damage bombs, dropped at a decent alt but not even a crater. Or if a
  crater resolves, the gv just rolls out of it and keeps fighting. This has  
  happenned with 'bout all gv's , I expect it from Tigers but not M-16's.
- Divergent damage models, slugging it out with same type tanks, losing
  from a single hit to my multiples.  Every time.
- Odd susceptability to mg's. Have lost turrets to .30 cals.
- Hardened field guns, 2 passes, 4 20mm's, he's still shootin.

It seems that with the new graphic enhancements these prob's are more frequent. I thought 64 megs vid mem. was adequate.  I'm on a high bandwidth connection, newer JS (X-52), 2.2g processor. The website says this should be enough. I'm thinkin software conflict but really have no idea.
I'm not prepared to chase my tail buying upgraded hardware just to accomodate a game, especially one that worked so nice before the new versions.
I'm thinking it may be time to move on and find a less problematic game to get killed on.
I wasn't a sim addict before I joined AH but as I said I have made an investment and the JS was a gift so I have to use it on something. I have to say the whole mutli-player thing is a gas. I enjoy the time I spend flyin and dyin with everybody but lifes too short to get p/o'd cause a few lines of code are buggy.

A few of these have been or are known bugs but it doesn't explain everything.

I'm sill running an ancient machine with a 64 meg video card and don't have many issues but I did slap in 528 megs of RAM which helped a lot.  I'm usually using ~32 megs video RAM and ~3XX megs of RAM in flight with both top sliders in the graphics settings almost at the bottom of the scale (although in a GV I slide ground detail to max with little adverse effect).  As long as details are turned down and you have the RAM for your video card to lean on you should be OK.

Here's a few things to try:

1.  Run a virus and spyware check.
2.  Run disc clean-up.
3.  Go to your windows/temp folder and delete everything in it.
4.  Open your web browser and in tools/options delete files and cookies.
5.  Uninstall AHII then go to the program files/AH/AHII folder and retrieve any custom settings you want to save.  Move them temporarily to another folder.
6.  Run defrag
7.  Go to your start-up menu and turn off any auto-updaters plus automatic spyware detection and virus detection.
8.  Re-install AHII and drag your custom settings back in.

Given your resources you have to keep your machine as clean as possible with as few things running in the background as possible.

for that 2 yr period have you had the same ISP?  

And are you just patching AH each time?  Have you tried uninstalling and installing the full version from scratch?

Probly shoulda listed the other vitals.
Virus scan, adware sdcan, spybot scan almost daily.
Run defrag, clean temp folder, cookies, .tif's, and browser cache at least weekly.
FSautostart kills 20 plus apps, w/mem defrag every time I log to ah.
Cable internet 4 years now, NEVER a problem.6+mbps now started around 3. 512 megs ram.
Newest NVidea drivers avail as of maybe 30 days ago.
BUT I run some A/V programs that use their own driver profiles which I got around (I thought) at the beginning.
102g wireless modem but have gone direct w/no noticable effect.
That's about all I can think of.

I need to try a complete uninstall, never tried and kinda hope that's not the prob since I have enough reasons to feel stupid already.

Personally, I think something got changed with gunnery after the last patch, as shots I've made time and time again are now missing.
Ron White says you can't fix stupid. I beg to differ. Stupid will usually sort itself out, it's just a matter of making sure you're not close enough to become collateral damage.

The newest drivers for NVidia are not very good, you would do well to roll them back to 84.66 (IIRC, Check the Hardware forum for Skuzzy's recommendation).

From the sounds of the majority of the issues you have listed, I'd be checking if you aren't experiencing packet loss.
