It seems that the UN has not really been very effective in this area with Iran and is specifically addressed by their president.

Dick Cheney, White House Chief of Staff, and Donald Rumsfeld, Secretary of Defense. At the time the US .gov said "introduction of nuclear power will both provide for the growing needs of Iran's economy and free remaining oil reserves for export or conversion to petrochemicals."... oops.

I think it just to funny, in a sad way, the very same guys who are crying about Irans nukes today, helped Iran acquire them.
