Wasn't really clear if they are referring to Electro Convulsive Therapy or something very different. If they were referring to ECT, it is hardly a "punishment," and the reporter should be flogged for incompetence.
It is also "funny" that the legislature needs to insert itself. One wonders if they would have done so had the prank resulted in an extra dose of Prozac.
That being said, the fact the facility would give any treatment without verifying the source of the order is alarming, and someone should probably lose their job.
