I think alot of them you need a dealer license to buy at.

call your local pd. ask them.

if you know any car dealers that buy at auctions, call them. that's about the best i can offer ya.

Google auctions using the name of the city / county as well as agency involved. That should get you a link to what you are looking for. Keep in mind you may have issues with title.
