Strat Target Down times

I engaged in discussion with a fellow player concerning the Strat Target down times and the HTC Web Page regarding the maximum down times reflected upon the HTC web page. The player with whom I was having this discussion suggested that the down times on the HTC web page are inaccurate. I disagree, and I base my opinion upon the following:

I think the answer lies within HiTech's words:

Patches think of it this way, the down time is how long the object will be down if not supplied.

Each convoy or train reduces the down time above. So just killing all the convoys the down time would be as listed.

Killing the factorys changes how many convoys an hour are sent.
