Not sure that's a bug... the fuel gauge shows the tank that you currently have selected.  When you select 50% fuel, it doesn't automatically fill each tank to 50%.. it fills some tanks higher than others... example... the auxiliary tanks might be filled to 3/4, but the main tank might only be filled to 1/4.  All-in-all it adds up to 50%.

Look for the RED indicator on the gauge.  That indicates the total fuel in the plane.  Otherwise, as Tigger said, the needle indicates the fuel in the selected tank.
