You can get up to four. A very few players have gotten their second star by now.

If the current 'star' system will persist, I expect for the most part only noobs will have none, the regular players will have one or maybe two after some time with a few long time players ending up with 3-4 stars, provided they either are very much 'all-round' players go go actively hunting for the stars.
