I have been accused hundreds of times -literally! - of using shades/2nd accounts to locate goons, m3s, bombers, whatever. Not even once there was any substance to these accusations.
Screams of "hack! cheater! shade!" are just an ubiquitous knee-jerk reaction when something goes wrong. It's so much easier to blame any fail on these things than using your own brain for a change.

What I don't understand is folks will announce they are looking for a fight at a certain base and then no one shows up?

What the OP is suggesting seems to mean that the only way to find a fight is to pretend to be a spy and let the other side know that way.

Or is he suggesting he's mad because someone prevented him from avoiding the fight?

I just figured out the solution.  All these people who are being tormented by a shade need a second account of their own.  When they see a spy, they just need to use their second account on the other country to go and find the spy and shoot him down.
