The problem is the gateway to Level 3 to/from Comcast.  Not unusual.  Level 3 is the most oversold ISP in the U.S.  During primetime U.S. hours Level 3 experiences packet loss all over its network. They are the primary carrier for Netflix, which is a very demanding position to be in.

Anything I can do about it? Last night I did a lot of chasing and a lot of shooting but had a hard time connecting to targets

Really what can I do about it, no one complains that I warp and that's not really packet loss anyway as I have a low ping overall, lay on the guns in the hopes more get through?

If you hit your target, on your screen, those hits will eventually get registered as the game will retry those until they get through.  Worse case is, you waste ammo firing a target who is already dead, but does not know it yet.

But, it can cause you to appear warpy, or the other players to appear to be warpy, especially during high speed maneuvers.
