Is there a minimum for the Ju-87's in frames 1 and 2?

There is no stated min or max in the plane list, but the standard rule of "All aircraft must be used by a minimum of 12 *players*." is in the rules list.

I just want this to be perfectly clear for everyone.

The "standard" rule refers to attack size must be a minimum of 12 players. However this month there is a "special" rule that mandates a minimum of 12 players per aircraft type where there are no other specifications.

So you are basically correct.
